Für den Rotsee existiert seit mehreren Jahren ein Schutzkonzept. Teile des angrenzenden Rieds sind zusätzlich im Bundesinventar der Moorlandschaften von besonderer Schönheit und nationaler Bedeutung aufgeführt. Der Kanton Luzern hat die Aufgabe, die entsprechenden Flächen zu schützen und zu pflegen. Das Pflege- und Aufwertungskonzept Rotsee ist ein Massnahmenplan und dient als Arbeitsgrundlage für die Pachtverträge, die der Kanton mit den Landbesitzern abschliesst.
